基于公共选择视角的“灰色收入”防控机制创新

灰色收入即为非法收入及其他来源不明的收入，具有参与范围扩大化、标的形式多样化、实地操作隐蔽化、实现标准奢侈化、实现手段智能化等趋势特点。产生原因有法律缺失、教育缺位、监管失严、权力信息不明等，对应的防控措施有严格法律界定、加强生活圈管理、加强多方监管、推进收入和财产公示等。     

Exploring impact factors of shippers’ risk prevention activities: A European survey in transportation

This paper reports results of a survey examining the impact factors for shippers to implement risk prevention activities. A regression analysis illustrates the relations between risk and quality related impact factors and the shippers’ ability to implement risk prevention activities. The study identifies the corporate risk culture and product vulnerability as main impact factors for the implementation of prevention activities in transportation. This paper will be beneficial for transportation managers considering the implementation of risk prevention activities in the transportation field, and will support further empirical research in the transportation management and supply chain risk management research area.     

Stochastic optimization for investment in facilities in emergency prevention

A coordinated approach is developed to integrate three preventive measures (i.e. building reinforcement, reinforcement of road networks, and facility location of relief supplies), with the objectives of minimizing budgets and risk-induced penalties. The Conditional Value-at-Risk is employed as a decision-making tool to evaluate diverse decisions of prevention based on the degree of risk aversion. Based on a real-world case of an earthquake, a series of scenarios were designed, and the applicability of the proposed model was studied. The coordinated approach for investing preventive measures is cost-efficient in helping reduce the impact of disaster on society.

中国汽车产业的产销量一直呈现良好的上升趋势。但在金融危机下,受国内外环境和政策的影响,中国汽车产业产销量的增速有所放缓,汽车的价格受市场竞争程度和供求状况等因素的影响出现了波动。为了保证中国汽车产业的平衡发展,更好地实现可持续发展,需要加快汽车产业节能减排的步伐。     

沥青路面水损坏现象的影响因素及防治措施

沥青路面水损坏是一个普遍存在的问题,也决不是一个过时的话题,特别是在中国南方地区。沥青路面水损坏问题的本质是沥青与集料在静、动水压力作用下的持续粘附能力,这也是该问题的核心。为此,文章围绕沥青路面水损坏的特性及成因进行了探讨,并结合实际工作经验总结了水损坏的预防措施。     

Pollution Permits: A Discussion of Fundamentals

The author provides an economic analysis of tradable pollution permits by clarifying the derivation of permit supply and demand relationships and connecting those concepts to permit trading for the case of two polluters. Using the standard comparison of costs and benefits, he makes the marginal cost of emission reduction of a typical polluter the basis of the derivation of its permit supply and demand schedules. Developing these relationships for both polluters allows the creation of market schedules for permit supply and demand. He demonstrates equilibrium in the market for permits and the corresponding trading of permits. He discusses the satisfaction of the equi-marginal principle, which ensures that pollution reduction is achieved efficiently. The author concludes by considering the consequences of the presence of a third polluter in the market for permits.

本文结合混凝土施工的实际情况,提出如何在施工过程中预防裂缝的产生,分析并阐述了裂缝的处理办法,以提高施工质量,确保经济效益与社会效益。     

黄石市基本农田水稻中重金属污染评价分析

对黄石市基本农田稻米中重金属含量进行了分析测定并进行相应的分析评价,以明确该地区稻米中的重金属污染情况。结果表明：基本农田稻米整体上已经受到了Pb污染,大冶市和阳新县的稻米均为重度Pb污染（污染指数分别为5.469和3.689）,未受到其他重金属污染（其他重金属的污染指数均小于1）;分析不同样点的污染情况,62%的样点为重污染水平,18%的样点为中污染水平,16%的样点为轻污染水平,其他为清洁水平;分析污染原因可能主要由废水浇灌以及大气重金属尘沉降等引起。
